If I just applied for a home loan, can I still use my credit card to make a $700.00 medical bill charge, or?

Are There Any Credit Cards Designed For People With Poor Credit That Do Not Charge The $145 “program Fee”?

It seems to me that this is an exorbitant amount to charge just to get a credit card. Especially considering the high interest rates usually associated with cards for people with bad credit.
