First off you need to get copies of all our your credit reports at www.annualcreditreport.com. You can get all 3 for free once every 12 months. Review them and dispute any item you believe to be incorrect. Each investigation will take approx 30 days.

What you are saying about your 1995 "charged off" loan doesn't make sense because that was over 11 years ago and any negative item must be deleted by law after 7 years(except for bankrutpcy which stays on for 10 years)

Stay away from Prepaid debit cards they don't do anything for your credit and usually have junk fees.

If you wife already has credit established she should add you as an "authorized user" on her accounts so that they will report on your credit file also.

Good Luck

Check with Orchard Bank (owned by Household Bank)...they generall offer credit cards for people with negative credit. You'll have to pay a higher interest rate and may be charged more in fees, but you have a good chance with them.
