I did both when I started out. First Premier and Capital One.
I still have my Capital One… it’s been wonderful to me.
First Premier will definitely accept you, HOWEVER they charge an annual fee. It was like $50-$60 per year. So unless Capital One denies you, I wouldn’t touch First Premier.
(I closed it out when I got my first annual charge)
If you have cash, what you might want to try doing is going to your bank and ask about a secured credit card. You make a deposit, say in a short term deposit and the bank gives you a card with a smaller credit rating than your deposit. If you maintain a good history with the card, in six months to a year the bank may remove the requirement for the security deposit. I’ve done that a couple times in the past.
1.) Pay off your current debt
2.) NEVER use another credit card to pay off current credit card debt
3.) SAVE $ SAVE $ SAVE !
4.) Now start w/ a clean slate and a new credit card.
go to your bank and credit union and offer to do a secured credit card. You put up money for security. Charge and pay off monthly. After a while your credit score should increase, and they might give you one that is unsecured.
capital one.

you will have to apply for a lower end credit card and work yourself up to the better cards, check out http://www.fastcreditcardapprovals.com under poor credit section
If you have poor credit, you have no business having a credit card. Pay as you go.
Try First Premier; it’s been around a long time.http://www.creditfast.com
Open up a checking account and get a credit/debit card or go the pre-paid route
In today’s world banks only want to lend to good risks!
You probably won’t get one!
Steal one
Be careful with online scams.
Scams have doubled in the past year.
