ONLINE Small Loans: Is there a reputable website?

Is there a reputable website to get a small loan for someone with horrible credit?

Or can someone recommend the BEST secured credit card for people with horrible credit?

The reason why I am asking this is that my credit is horrible but I am currently on payment plans paying back all my debt. What I would like to do now is to build good credit by getting a secured credit card or a small loan and pay it back on time each month.
